NEW DELHI: A girl who survived a massive factory collapse in Pakistan's Punjab province 50 hours after she fell from a building has been identified as 16-year-old Aarima. Long term fix for tuna treaty will require more than 'zero sum' negotiations - as Japanese government tells UN negotiators it wants 'one-size-fits all' approach
Tokyo has been seeking a one-size-fits-all solution for a treaty on tuna fishing in the region, which the world's largest seafood exporter wants ratified, after the United Nations agreed to cut off Japan's imports by the end of March.
The two sides have been discussing the trade negotiations for 10 months, with the talks between the two sides set to end next week.
Japan's fisheries minister, Yukio Edano, told Reuters after a meeting with representatives of the fishing companies that there was now "a very strong positive momentum in the talks".
At the same time, Edano told the press that Japan was "satisfied the US has been serious and will be serious about the tuna treaty and that we want them to follow the law and not to unilaterally come to us at any time".
The tuna treaty talks, which start on Saturday, are being jointly coordinated by the United States, Japan and five other countries: New Zealand, Australia, Canada, China and the European Union.
On Sunday, officials from the U.S., Japan and China made their annual State of the World 2013 meetings at the UN general assembly.
"I am sure we will find a way forward in the tuna treaty as the parties have made the efforts that we have made," said China's ambassador to the UN, Wang Yi, according to Reuters.
The US government in late January agreed to give the U.S. Department of Agriculture $1.35 billion to help fund efforts to promote tuna fishing and development.
The US had previously argued that a deal on the treaty "would enhance international tuna access and provide a strong foundation for future tuna efforts in Asia".
But a US official said the U.S. delegation and Japan's would push back on the use of the US$1.35 billion in funding, and instead look at what the government of Japan can do to provide food for the next generation of fish, according to Reuters.
The trade agreement has previously been cited as potentially being the strongest such deal between countries and developed markets in history.
In his speech last week, Barack Obama said the US was "strongly supporting the TPP" despite doubts over whether the deal would make economic sense.
Obama, who is the former US president, made the comment during a talk at the annual gathering of the U.N. general assembly in New York.

News agencies to likely to boycott hobart test
As the country struggles to end its worst drought in half a century, the Federal Government will likely announce it will ban Tasmania's annual Hobart field trial on Thursday in protest at what it says is poor management on the part of the State Government.
Tasmania's water agency confirmed the action, which would ban three out of every four tests it conducts in Tasmanian fields, was due to commence on Thursday.
The drought in Hobart's Murray-Darling Basin is blamed on high amounts of rainfall and, due to increased levels of groundwater and a high level of atmospheric carbon dioxide.
A recent study by the Australian Institute of Water and Environmental Studies said the Tasmanian drought has killed around 60 people, left at least 12ꯠ affected and forced 2 million people from their homes and businesses to reduce food and household expenditure by 18 per cent.
The drought is expected to last until July next year. Tasmania's Department of Environment and Heritage Conservation was one of the biggest contributors to the project.
It took the Hobart-based agency several years to build and install the experimental project.
Tasmania currently tests the same five areas of field the Federal Government controls for its research into climate change and human health, but it has found no evidence of human caused climate change in the last 50 years.
Scientists will monitor the results, which would not be released publicly, in three major areas: the Hobart area, Western Tasmania and the River Plateau. The results would then be analysed as the Tasmanian Water Service began a five year drought management assessment.
Environment and Heritage Conservation is the largest donor to Tasmanian Waterways, with over $2.4 million being spent between 2010 and 2015. |
